I can't remember if Katara can only blood bend with a full moon, because if not then that's case closed.
In the case where blood bending isn't available I'm actually going to go with Korra.
Katara's most impressive matchup with Azula was the fight in the catacombs as Azula wasn't hindered. However, using Azula as Katara's most impressive opponent is flawed imo. One, they really don't fight all that much and it's never truly a 1v1. Two, Azula was always condescending towards Katara and seemed to oftenly underestimate her. In fact in the Catacombs fight it seemed that Azula was holding back while fighting her compared to when she fought Aang. It seemed like Zuko actually performed better against Katara than Azula until the siblings knocked her out of the fight for a bit. Finally, Katara obviously had the elemental advantage of water beating fire.
For Korra I think she's had more experience fighting strong water benders. Katara's big water bending opponents were Hama and Pakku. Hama's major threat was her blood bending and isn't nearly as agile as Korra and Pakku likely wasn't trying to kill an inexperienced Katara. Korra, on the other hand, has faced more water benders trying to kill her than Katara has and has more experience countering those techniques.
I'd say Katara has better control over water than Korra, but I think their skill gap is closer than some think. Korra is also very quick and durable. Korra's power with her water is what I think wins her the fight though. I think she's quick enough to deflect most of Katara's attacks, but her water would carry more force than Katara's and eventually overwhelm her. If the fight were to become close range at all it only goes more into Korra's favor.
