I was always under the illusion that the meds cross takes bring him closer to the level that Jason bourne is on. Because in the flashback scene in legacy, cross seemed well below average in terms of iq. I think the quote about cross and the others being more consistent than treadstone meant they were easier to control. Bourne with his first films feats only would beat cross. Its just a shame that they never did anything else with legacy I seen it on release day at the cinema and thought it was an overall good film with interesting aspects.
