I got the impression that he couldn't react to the subsonic fodder because he didnt. Luffy said "!!? "huh!?" and "Tama!!?" when she got snatched away because he was confused since he didn't know what happened to Tama. Yes Luffy did noticed something happened to Tama but failed to do anything about it. Why do you think that is? Its because he couldn't move and react enough in time to save Tama. This is further supported when instead of Luffy chasing after Gazielleman himself he just hops on Komainu. So if he really were the speed of lightning he should have been easily been able to catch someone who moved at a one thousandths of his speed but thus did not.
