AH...NO! He was supposed to be! Back in his first appearances he was meant to be the child of D'Ken and Katherine Summers (by either coercion or rape) after they were abducted...hence the long standing "3rd Summers Brother" Mystery. But the writer at the time left the series and it was never dealt with.
So years later when Deadly Genesis happened it was shown that Katherine died while pregnant with Vulcan so therefore couldn't have had a baby with D'Ken.
This is the most ridiculous quest set ever. The entire set was basically given to you in the clue and then you have to watch thursdays show to get the full set...just a big ploy to make us watch...somewhat disappointed in WM...

I would agree that if you follow that line of thinking then yes, everyone could be a magic user in SOME universe.
I do tend to think that someone with a connection to the Phoenix Force would at least be SOMEWHAT able to learn magic if they wanted. Probably a bit more proficiently then someone else with no mystical of celestial connection in their family.
@danhimself: See if Marvel gave swag like DC did maybe I wouldn't care so much. Marvel gives a crap ass trading card...DC gives you accessories like rings and armbands
