I think you guys are thinking too much about the ages. I mean they didn't specify what was dicks age prior to this story. For all we know the case could have been towards the end of Dick's career as Robin. So he could have been 18 making him 23 and since Jason is about two years younger he would be 21 making and Tim is obviously 16.
They defined Dick's age in Secret Orgins #8 as 21. But it has been a year in continuity since that statement which would make him 22 or even your suggested 23.
I just think they just just finally leave the ages out, it will never make much sense. But, well I get that it was simply included for the joke.
Darkseid War has been great. The secrets are still heavy but I am pretty sure most of them will be revealed soon, just one secret will forever stay and that's who the Joker is.
