Bring in Mr Zsasz  as villain for  Batman 3 ,It would see how batman hand him in the also challenge for batman in big ,he had cameo in batman begins, but did go with in TDK (The Dark Knight). But he and Searcrow  can be used again .
 
I'm not said is wrong,or right ,but I think Two-Face is still alive.his going to be used  later on because no body at the memorial. I like Christopher Nolan real  version batman films ,but cut short some of the most popular villains batman face in the comics. The most  popular enemies of batman are Joker,Two-face,Killer moth ,Killer croc,Mr freeze, the Riddle, Prometheus ,Bane , Catwoman , Poison Ivy, Harley Quinn, Hugo Strange,Deadshot,Firefly, Doctor Phosphorus,
Calendar Man ,Holiday,Mister Zsasz ,Mad Hatter, The Ventriloquist and Scarface. 
Batman also have allies in bat family and in Gotham City Police,show that there is good trustworthy cop in good them  city left after batman to town 

he should talk more his great comedy 
and he was great in x-men organs of wolverine 
if get his own like deadpool it would fun see he can do with this  character
