If we're going to based this strictly on feats you can probably make a case for BP at the moment. But if we're allowed to account for some logic, Aquaman should stomp. Aside from speed, Aquaman looks to be roughly equal to Wonder Woman in raw strength. You could make the case he handled himself better against Steppenwolf better than she did, tbh.

This is basically 1A and 1B when it comes to GOAT imo.

At the high of their power both are estimated to have like 50M population so I doubt numbers factors much.

And I don't know enough about Han Dynasty to comment on their technology or the competency of their military.
