He does not have the physicals to handle WW. His voice is the only way he can damage her. And no it won't one-shotte her and she can and has dealt with that type of attacks with her bracelets.
I consider both of them to be shit tier. Not a hard concept to grash.
In the long run he doesn't due to her "skill", but he doesn't need it. She can't block an omnidirectional attack like BB's with her bracelets. It'll hit the majority of her body as it is and fry her to pieces.
