I think people are basing Darhk's molecular powers on the fact that in the Season Finale, he stated that he was gradually pulling oxygen out of Ollie and Diggle's bodies molecule by molecule, and that his shields disintegrated arrows/bullets.

On the other hand, Darhk has never displayed the ability to disintegrate or otherwise transmute people in any way outside of the oxygen feat. Way I see it, if he could do that, he very likely would've displayed it.

@allstarsuperman: What do you think he's going to do, walk up to Prometheus (or a civilian dressed up as him) and stab him with a batarang? Yeah, he did outright tackle Harvey Dent off a ledge, when the guy had a gun against a kid's head. Minutes before that, he saved The Joker. The Joker of all people.

Those moments where Batman (post the monastery incident) killed people were far and few between. In every other combat scenario, the bad guys were knocked out. Unless Chase plans on nuking the city or standing at the edge of a building while holding a kid hostage (or places himself in a situation where Batman isn't going to directly kill him but doesn't give a crap about saving him), Bruce isn't going to go for the kill.

@allstarsuperman: It took careful planning and a stretch of time quite beyond a day for Chase to turn the city against Green Arrow (not to mention manipulating Oliver into killing Billy relied on the former's grey moral code, a manipulation that Bruce wouldn't succumb to anyway because he isn't a killer). It took four years of training, studying, and calculation for Chase to come as far as he has. Chase plays the long game. One day of prep isn't going to cut it for psychological mind games.

At the most, with a single day, he would lure Batman into a fight. Not saying Prometheus doesn't win this, just saying the law won't be of great use here, nor any substantial mind games.

Oliver isn't one to toy around in character.

I've heard that Oliver purposely held back against Church in one of their fights in order to test Ragman. Not sure if that's true or not.
