Anyways i'd say the Dragonborn for both rounds. I mean if you enchant your weapons and level up the right skills then you can be an absolute powerhouse not only that but many of the shouts and spells are powerful like ripping out souls, causing a small blizzard, firing a lighting beam which reduces people to ash, slowing time etc. Not only that but you have all the potions the Dragonborn could use which could increase his damage and restore his health.
I mean if Alduin is fully powered and fulfilling his destiny then he'd just eat the world instead of conquering it even then the Alduin as shown in Skyrim who's decided to go against his destiny and conquer is powerful as he can't die in the mortal world not only that but shouts like meteor storm and such would probably deal with quite a lot of vertibirds and ground forces easily.
Numidium? That thing was an absolute powerhouse that Tiber Septim used as a weapon to destroy his enemies heck and that thing was only powered by a soul, it was originally powered by the heart of a Divine.
There is also plenty of magic users who are capable of causing massive amounts of destruction, to top it off you have the Divines and Daedric Princes who'd probably clear with ease.
