Mini Biography: An aspiring chemist and world-renowned expert on plagues, sicknesses, and diseases, Tobias Monroe is cursed with an obsessive compulsive disorder combined with an overwhelming sense of perfectionism. Through this, he has cataloged every affliction known to man (and several hundred unknown) in the hopes of finding a cure for each one. Unfortunately, Doctor Monroe's attempts are always met with horrific and unintended side-effects. For every cure he developed for cancer, his patients suffered from scarlet fever and the bubonic plague. For every case of AIDS or HIV he conquered, those he saved died later of severe cardiac arrest or pneumonia. Such is the curse of Doctor Tobias Monroe, that for every cure he makes there is a fatal outcome.
Tobias' mother contracted an unknown disease when he was very young. Every doctor she went to was unable to save her. Tobias eventually used his amateur knowledge of chemicals to concoct a makeshift brew in a desperate attempt to save her. He ended up locking her in a paralytic state and was forced to watch her die.

The Curse of Doctor Tobias Monroe
As mentioned before, Tobias' mother died when he was but a boy. The sheer weight of this loss provoked a peculiar change in Tobias. He dedicated his life to eradicating disease, but due to his desperation and unconventional methods of practicing modern medicine he ends up creating more disease than he initially cures. He is mentally scarred by every loss, even going so far as to cradle his dying patients and apologizing profusely. Whether this is simply sadness or the signs of a deepening mental condition is unknown at this time. But it seems that everyone he wants to 'cure' reminds him of his mother in that he wants to keep them alive.
He is convinced that he is helping the world by experimenting on the human population, though he doesn't necessarily call it 'experimentation.' He calls it 'tending to the needs of the people.' Even in his worsening psychosis, Tobias still believes himself a respectable doctor. This is perhaps his most troubling quality, as it keeps him locked on the idea that he is actually creating a pocket of benefit in a world rife with infection.
Tobias is very convincing when it comes to his work. He has siphoned funds and materials from several pharmaceutical companies as well as dozens of organized gangs in order to make his various 'cures' and weapons. How he has managed to elude them remains a mystery. Perhaps they, too, fear the curse of Doctor Tobias Monroe.
The Madness Within
Tobias is a complicated creature. While he believes he is doing what is in the best interest of the people (and he very well may be), it is the unintended side-effects of his ill-conceived and incomplete potions that cause him to slip farther down into self-doubt and insanity. With each failed cure, he blames no-one but himself and takes the full responsibility of killing another human being very seriously. While most other villains casually dismiss the act, Tobias has actually constructed a vast mausoleum under his house in fond memory of, in his words, 'the bricks upon which noble deeds are built.'
Doctor Monroe is also very cautious. Every abduction he has staged has been planned for weeks ahead of time. Every invasion of hospital property to deliver his unstable medicine into the veins of the sick is scheduled and prepared for in upwards of a month before it occurs. Despite all of these atrocious violations of human law and nature, Tobias is a very caring and compassionate person.
It's just his 'cures' are more deadly than they are helpful.
