Genghis Khan. His empire lasted a century after his death, Alexander's empire crumbled after he died. Apart from that, Genghis united a lot of Mongolian tribes which was indeed a large challenge. Alexander also didn't raise his own army, he was an exceptional military leader but he inherited a lot of things from his father.
@guardiandevil83: Concerning Copplepot, i don't know what to say. His character has been changed multiple times in the past. Sionis was the strongest for a long time but they focus on him that much anymore(at least i think so?). Anyway, DC never really focused on one mobster like Marvel did with Kingpin.
