A few here I wouldn't want to see in a JL film (Joker, Captain Cold, Waller, Zsasz, & Condiment King all stick out), but overall good list I agree with.
Out of these guys, I would say Prometheus is my top want and I think his backstory and actual character would work well. Deathstroke is up there too, I think audiences would immediately warm to him and Victor Zsasz could be a villain at the start of a movie that Batman is trying to catch in order to set the tone.
It would be cool to see how they would do Prometheus and a live action Deathstroke would just be totally awesome! Nice theory on Zsasz as well, I could see that happening.
