These are some characters that work well when crossed over with other superheroes or anti-villains. I don't think they should necessarily stay in that rogues gallery (although some should in my opinion) but some would make for nice crossovers.
Main rogues gallery: Batman.
Rogues gallery he could work well in: Wonder woman. This is the reason I started this list, his backstory and deal (believing he's Zeus, would make much more sense if he was a Wonder woman villain. Instead he deals in creating gangs and organized crime? A bit out of touch.
Main rogues gallery: Fantastic Four.
Rogues gallery he could work well in: Iron man. Don't think this has to be explained too much.
Main rogues gallery: Spider-man.
Rogues gallery he could work well in: Venom. His sound based powers are a big weakness to Venom and he's a recognized Spider-man villain so it would make sense to include him.

Rogues gallery he could work well in: Hulk or Thor.
Main rogues gallery: Spider-man.
Rogues gallery he could work well in: Venom.

Rogues gallery he could work well in: Spider-man. He has the animal theme and his powers would be interesting there too.

Rogues gallery he could work well in: Avengers or Dr Strange. I always think they should have made him a sorcerer instead of a worse Mole man...

Rogues gallery he could work well in: Venom. Again, his powers is one of Venoms biggest weaknesses and I feel he could stand out more there compared to Spider-man's rogues gallery. Plus, he's a reformed crook so him and Venom would have something similar.
Main rogues gallery: Spider-man.
Rogues gallery he could work well in: Captain America or Daredevil. Feel Chameleon would work well against those two, being closer to power and being a spy would make him being a Captain America villain interesting.
Main rogues gallery: Hulk.
Rogues gallery he could work well in: Mr Fantastic. I feel Leader would work well crossing paths with the Fantastic Four and more specifically Reed Richards.
Main rogues gallery: Fantastic Four.
Rogues gallery he could work well in: Iron man. He's a genius in a suit of armor. Although him being a armored villain is similar to a lot of Iron man villains, so he might be overdone.
