I'm going to put my money on Lee because Taijutsu is his speciality, and while Sasuke can replicate Taijutsu techniques, not even his Sharingan can replicate the years of Taijutsu experience Rock Lee possess, experience that will no doubt give him an advantage in the fight. It's also noteworthy that if worst comes to pass, there's always the 5 gates that Lee can open.
@boltok100: Sasuke was already as fast as Lee with the weights off. And he has the sharingan as the bonus. He would've beat Gaara (if it wasn't for Orochi's invasion) who already KTFO'd Lee a month before the fight.
In this case, I don't think power scaling works as Rock Lee's match against Gaara was very case specific. Rock Lee was fighting someone who was the polar opposite to his abilities, and as such wasn't really in his element. However, if it were Rock Lee against Sasuke, this wouldn't be much of a problem as Sasuke doesn't possess the absolute defense that Gaara has. And while they are the same speed at their base form, don't forget that Rock Lee can open his gates, a technique I don't think the Sharingan can replicate, and even if it could, it took Sasuke a month to fully master Rock Lee's speed, so with this new burst of power, it stands to reason that it would take Sasuke some time to fully master it, time that Rock Lee wouldn't provide Sasuke with.
