This is a list of my own choosing and assessments of showings. It does not have to agree with how you view them.

I know some characters on this list have faced off against each other with some beating the other, however I'm ranking this based on consistency and ability.
Honorable mentions :
No need for an explanation really. Can memorize any type of fighting style he see's. Has moves from Captain America, Daredevil, Elektra and so on.
Now this might be a surprise for most people but this guy is pretty good. Schooled Wolverine multiple times, trained and maseterd nearly all known martial arts and has a similar ability to Taskmaster. He's a low level telepath, enabling him to read the minds of his enemies and knowing all their moves. Despite the fact that he pretty much stomped Tony, I'm ranking the characters based on consistent feats.
There are several reasons for Logan being this high but not the least of which is his age which carries a significant amount of experience that the others on this list do not possess. The very definition of experience resides in the fact that he has fought more foes, of all degrees of skill, strength and intelligence. Being as old as he is, he's mastered all martial arts in the world and even some alien ones.
I know what you're thinking right now. "How's Danny this low when he beat Mister X ?". Quite simple actually, Mister X has schooled Wolverine multiple times whom i consider to be Iron Fists superior in terms of overall fighting skill. It should go without explanation that Iron Fist is one of the best fighters in comics. Being the Iron Fist, trained in all forms of martial arts, trained in the ancient martial arts of K'un Lunn, went up against Wolverine, Mister X, Daredevil Etc.
The Man without Fear. All of the above are superior to him when it comes to overall combat skill but if Marvel has done anything, it has consistently written Matt as an extremely skilled fighter. A master of pressure points and nerve strikes, has went up against a shit load of of Marvels best. Wolverine, Iron Fist, Captain America, Black Panther, Bullseye, Lady Bullseye and the list goes on and on.
The King of Wakanda. It might come as a surprise for most people but i personally see Matt a superior fighter to T'Challa. That doesn't mean T'Challa is all bark and no bite. Having studied and trained in all fighting styles along with having the knowledge of 10,000 years worth of previous Black Panthers, he's got the full package. Add that to his superhuman speed, agility, strength and reflexes and you've got one hell of a fighter.
Despite having not too many appearances, he's made quite the impact. At his best this guy can arguably beat Spider-Man. Back to the point, he's also on hell of a fighter. Having beat Elektra, Shang Chi and Wolverine.
Shang Chi doesn't get enough respect or recognition as much as he deserves. He's recognized not only to be one of earths top fighters but as one of the universes. The Iron Fist himself has stated that Shang is probably the only person in the world who can best him in Kung-Fu (Although it is still yet to be proved).
Steve is not all bark and no bite. He's an exceptionally trained fighter and has gone up against Marvels best. Daredevil, Wolverine, Black Panther and has a pretty decent track record against them.
Elektra doesn't get as much credits as she deserves. She's basically a female version of Deathstroke, stone cold killer with an exceptional set of fighting skills. She has a good track record against Marvels best. Wolverine, Iron Fist, Daredevil, Silver Samurai and the list goes on and on.
