Started up my first list- Rogue Squadron. It was initially going to consist solely of villains who used to work for the government before going bad, but as I worked on it, I realized that villainy is a matter of perception- a rogue agent for a foreign government might be perceived as a hero for the nation she defected to (ie, Black Widow), so I expanded the scope of the list. One thing's for certain: there's a lot of tax money being spent on training and outfitting people who end up turning on their governments. Forget radioactive spider bites and gamma bombs, if you want to be a superhero, become a federal employee and finagle your way into a "super soldier" program. Once they've hooked you up, go rogue and do all the super escapades you want!
