If we go off their best feats, Popeye should win.

Even if Bugs can become an animator, Popeye's best feat is beating up the animator. I'm fairly certain none of the other characters have broken the fourth wall to the extent Bugs has - so I'm going to say Popeye takes this.

@princearagorn1: One didn't do the moon scene in the webcomic IIRC. It was Murata

Any alterations made to the manga were done with ONE's consent only. In fact, I think it was ONE who suggested for Murata to add the moon scene (there is a version of the manga where Meteoric Burst only sends Saitama through a few walls, but it was later changed). So it's still canon.

Oh, and ONE later gave Murata permission to take the manga in whatever direction he wants. So technically even the filler Murata now does (like the martial arts tournament currently going on) are all canon

TBH the fact that the alien specifically stated he was creating a black whole around Saitama is enough evidence to suggest that the intended purpose of that scene was to show that Saitama can withstand the force of a black whole. Mad House wouldn't have put it in otherwise.

Notice the spectacular arguments made for Fallout

To be fair, literally none of the arguments made for Fallout even come close to countering what was shown in that video. CoD Zombies characters can safely destroy the entire Earth from the moon. Even if some Fallout characters survive the initial impact, they won't live long without an atmosphere.

Can't time stop beings that live outside of the space time continuum. TOAA and Presence are omnipotent. They cannot be harmed by any other begins.

Well, assuming that the length of one Minecraft block is 1 meter (I think this might actually be confirmed, not 100% though), then the mass of one block of gold would be 19282 kg. One gold 'Notch' apple in Minecraft is made using 8 gold blocks; that means one golden apple would have a mass of 154256 kg. Steve can hold 64 golden apples in any inventory slot, meaning a full stack of golden apples would weigh 9872384 kg. There are 36 total inventory slots, bringing the total mass Steve can carry in his inventory to 355405824 kg. Steve can also wear armour made out of gold, which needs 24 ingots of gold to make. Given that a block of gold is made out of 9 ingots, simple math will tell us that a full set of armour would have a mass of 1208 kg. Adding this on to the maximum inventory mass, we get 355407032 kg. Now we must take into account the fact that, while carrying all this mass, Steve shows no signs of being over encumbered. He is running and jumping around just as easily as if he was carrying nothing at all. The average human becomes over encumbered when carrying 20% of their on body weight, which means Steve himself must have a mass of at least 1777035160 kg.

Again, presuming 1 block in Minecraft is 1 meter, Steve sprints at around 5.621 m/s. A 'potion of swiftness II' increases the maximum sprinting speed by 40%, bringing Steve's velocity up to 14.0525 m/s.

Therefore, Steve's acceleration can be calculated using v = u + at (assuming Steve starts from rest, and travel 14.0525 meters in 1 second)

14.0525 = 0 + a*1

a = 14.0525 m/s^2

Now, we can finally calculate how much force Steve is capable of exerting.

F = m*a

F = 1777035160 kg * 14.0525 m/s^2

F = 24971786585.9 N

That means if Steve were to just run straight into his opponent while using a swiftness II potion, he would hit them with a force of 24971786585.9 N. That's around 2.5 megatons (2.5464135574302786 to be exact). To put that into perspective, the nuke that was dropped on Nagasaki was only around 20 kilotons.

Steve running into someone would produce an explosive force that's 125x stronger than a nuclear bomb.

Okay, after doing some more research I found this: "For every 5% of excess weight (7.5 pounds for a 150lb runner), the subjects covered 90 meters fewer over the 12-minute time trial" in regards to results found in experiments conducted by these people. After doing some quick math, I found that, when carrying 5% of his total body weight, Steve would be running at 13.9275 m/s as opposed to 14.0525 m/s. This is a 1% lower velocity than he could run when carrying nothing. However, Steve's maximum velocity isn't effected at all when carrying all those golden apples. However, we still need a value to work with, so let's just say his velocity is actually lowered by a very insignificant amount, such as 0.001%. This means the mass of the golden apples would only be 0.005% of Steve's total mass; making Steve weigh 71081406400 kg.

F = m*a

F = 71081406400 kg * 14.0525 m/s^2

F = 998871463436 N

Thus, this means Steve is actually capable of producing an explosive force of approximately 102 megatons (101.85654229721115 megatons to be exact).

A nuclear bomb with a yield of around 50 megatons produces a blast radius of 54.7 km. This means Steve running into someone would produce a blast with a radius of approximately 110 km.
