I'll make a revamped list of this in the future when I can find the time an motivation, it was relevant at it's time of making but things have changed a lot since then.

I place Nora above Yang due to better reach and story heavily implies they’re both comparable/similar in physicals IMO, Nora isn’t no slouch either one shotting Weiss and entire classes doesn’t put her out of Yangs league IMO
And amped Nora > amped Yang, she actually forced Tyrian(a Qrow level combatant) to use his tail and for a short moment actually got serious blocking her attack.
Just curious(presuming your opinion/mind hasn’t changed) were do you place Nora if she isn’t by your words anywhere near Yang, by that your implying Yang would give her the same treatment Adam gives to Blake which obviously is not.
@nuffs: Thanks, thinking of expanding the list into a top 15. Or at some point alter it to include all characters but for now I think I'm keeping it strictly to villains.
The same form that can withstand multiple 100% blows from Deku which are one the same level as All Might.
Disagree with this, Deku's 100% punches haven't been shown to be on All Might's level yet, but everything else sounds about right.
Well I more or less meant on the same level as All Might's casual punches. Though it's worth noting Deku himself has stated his 100% punches are on his Master's level.
