Live, in front of the GCPD's 52nd Precinct...

Captain David Lambert looked into the flashing masses of reporters that had gather outside of the 52nd's stone white steps, his chin held up high and his gaze unwavering. He was never one for public speaking, not out of nervousness or fright, but just as he didn't see himself as a good P.R person.

It didn't matter, though. Such was one of the many responsibilities he took on when he became Captain, and his stoic expression was broadcasted live to Gothic's local news networks. All murmuring ceased, as Lambert took a final step to the podium to silently announce that he was ready to speak to the people, to Gothic.

"...It has been a forgiving few months in our City. The crime rate has dipped to a lull, the youth walk the streets at night with an assurance of safety, and people go to work in the morning, knowing that they'll be back home in time for dinner..."

Lambert took a pause, looking past the cameras to reach out to the reporters themselves with his gaze.

"However, anyone who has lived in Gothic City for a month, never mind their whole lives understands that these times of peace are a stage in what seems to be a never ending cycle unlike any other in America. Just when we start to feel safe, someone or something comes along to knock it down. I take pride in this city, though, as it never stays down, it never gives up all of it's hope, and it always is willing to show that yes, we are here to stay. I say these hopeful words in regards to The Old Gothic Bloodbath, that took both the innocent people of this city, and the men and women in blue that have sworn to protect it. It's this event, I believe, that marks the end of the ceasefire in Gothic..."

He gave a stern nod, his lips pursed almost in disappointment before regaining his granite demeanor.

"I know this isn't what you all want to hear, but I'm not going to stand here and lie. Now is the time for Gothic's people to brace themselves, now is the time to show that tough endurance, now is the time to show the comradery that we have shown time and time again in times of strife and conflict..."

The Captain's jaw clenched noticeably tighter, the thought of what he was going to say next already getting him fired up.

"And it is up to us at the GCPD to do everything within our power to protect Gothic City and it's citizens for whatever is thrown our way. Not vigilantes, not super heroes and not caped crusaders... Law. And. Order. It is what built this country, it's what is meant to keep you all safe, and it is just. If you allow these masked individuals to dispense their own brand of justice? Then it's anarchy..."

Lambert looked directly into the cameras, his expression conveying not even a shred of aggression, but sternness nevertheless.

"For any vigilantes out there that happen to be watching at this moment... You haven't been caught, your identities are unknown to us, and you still have a chance to pack it up and call it a day... If you don't cease your actions? Then your are an outlaw. We will catch you, we will arrest you, we will discover your identities, and you will be prosecuted like the criminals you are against... As the law should be."

His posture relaxed from it's intense lean on the podium, clearing his throat.

"The GCPD will be assembling multiple Task Forces specifically trained in handling and apprehending the vigilantes that prowl this city, in a new movement to reclaim order of the city's streets. Starting next week, these teams will be on patrols both day and night, so we ask the people of Gothic to be cooperative with these officers as they press on in their mission... This city is still worth saving, ladies and gentlemen, but it will be a team effort if we are going to make it happen. No questions, and thank you for your time."

Captain Lambert gave the smallest of smiles, with a stern nod as he turned away from the cameras and made his way back inside the precinct.
