Combat, depends what you mean by this. When he had the herb T'challa was faster and stronger while Bruce was more skilled.

Well, 
 
Martial Arts: Their is no clear answer to say which of these heroes is a better Martial Artist because it is said that both of them have learned virtually all forms of Martial Arts and more, so knowledge wise they are even. As well they both use Martial Arts clearly when they fight so their isn't a direct answer on who uses it better either. 
 
Combat: I assume you mean who is a better fighter? In that case neither one has an advantage over the other. 
 
Strategy: If you give either of them enough prep they will think of something crazy. 
 
Intelligence: This is a tough one because T'Challa and Bruce are both brilliant i can't say who is more. 
 
Resources: Batman has more Resources I suppose but Classic Black Panther had Energy Daggers, His amazing Vibranium Mesh, Vibranium Boots, Anti-Metal Claws and more. 
 
In other words you can say it's a tie.

This fight has been done before.

Current Black Panther loses terribly, but Classic would be a good fight and a debatable win.

After the introductions the fight was finally beginning. Hearing Iadel command Blastoise to do a combination of rapid spin and water gun, Bryce watches and sees the Blastoise spring off it's legs, tucking its bulky body into the shell and starts spinning coming charged at Feraligatr, as well water also squirting from its cannons surrounding the Blastoise because of the inertia of it spinning. 
 
Noticing that the Blastosie was rather low on it's entry coming towards Feraligatr, Bryce realized quickly that the Blastoise was aimed for Feraligatr's thick legs. Pointing at the Blastoise, Bryce says "Feraligatr use Chip Away!" A move that is naturally used for finding an opening in the opposing pokemon defense. Bryce did this quick enough so Blastoise was still at a slightly ranged distance from Feraligatr. The Feraligatr quickly dives to the side which is out of the way and little lower than the Blastoise but still not touching the ground and when the Blastoise is passing right by Bryce's Feraligatr it charges a fist diagonally at the under belly of Blastoise, a natural soft spot in any shell, especially a pokemon based off a turtle! If the attack lands it would hurl the Blastoise into the air and back at a diagonal/upwards position and cause a fair amount of damage. The water gun Blastoise used was not much of a problem considering it's a weak water type move and Feraligatr is naturally resistant to water so the pokemon did not need to worry about it. 

Okay, me and Urban spaceman's battle already began. What about you guys?

Bryce was listening to the ref and the rules of the match about to commence. The audience was loud and cheering, reluctant the battle was beginning. Bryce mumbles with a smirk "Finally, this is gonna be good".  Bryce was feeling confident in his ability, his tough training with his pokemon would pay off in the end.  
 
Bryce observed the Blastoise that was chosen by Iadel, the Blastoise looked like it was being trained well and was somewhat noticeably larger than a normal one and more muscular. The Blastoise and his trainer looked ready to battle. Bryce looks to the crowd and sees them cheering but the loud noise was almost blocked out, Bryce was totally focused on his opponent and pokemon as the ref was waiting for Bryce to choose his pokemon. Reaching towards his waist "Go Feraligatr! Show them what you got!" 
 
The ball bounces off the floor and opens as a red ray of light comes out and forms a Feraligatr. Feraligatr are naturally significantly larger than Blastoise so the large nature of this Blastoise did not intimidate the Feraligatr. Bryce's Feraligatr was well trained and knew a large variety of moves and different elemental attacks, as well this Feraligatr's arms where rather muscular and claws where menacingly sharp to the point where they look shiny because of the light glistening off them. Feraligatr looks Blastoise right in the eyes, they have a good distance apart from each other. "Good luck Iadel" Bryce says after he hears the ref say " Let the battle begin!"
