The No. 1 in DC/Vertigo is...god. Or as his more common name here The Presence. Giving the power to create both vertigo to Micheal (or Synnar depending by retcon), their is no doubt that he is the most powerful.
Yin and Yang, Fire and Ice, Cats and Dogs everything has an opposite and this is gods opposite. After god said the famous words "Let their be light" this is what is the lack of light gets you. The Great Evil Beast is the sum of all evil in creation, the darkness as opposed to the light of god. Etrigen, Swamp Thing, Dr. Fate, The Phantom Stranger and even gods wrath The Spectre were but mere flies to it. It is even above Lucifer as a character stated "This is no mere demon or fallen angle." In the end it took The Presence to fuse with it to stop it.
The Granddaughter of god, daughter of Micheal, and neice of Lucifer. Elaine took over the role of God when The Presence left reality with his son Lucifer to do...whatever. Being the new god of everything puts her in levels with God and GEB

I swear that I have heard so many times that it was said she was above both Lucifer and Micheal together. That may not be the case but i'll be devils advocate. Rama Kushna is the embodiment of karma and the mistress of the city Nanda Parbat. Her death would have led to the end of everything.
Who is better, Lucifer or Micheal. Well most would say Michael but I would put Lucifer above. My reasons is that he is the main focus of his series so we see more of his power, he stalemated and killed Micheal, and he survived Micheals suicide creation destroyer. Not to mention infinite control is IMO above infinite power. He is above all the endless and can warp whatever he wants basically. Was there to help make creation (so all your favorite DC characters, because of this guy)
However his brother is no slouch either. The First Angel is a beast. Possessing the Demiurge he has essentially infinite power. It is the source of the DC and Vertigo multiverses (or was at least). He has fought Lucifer to a draw and has cool wavy hair. Not to mention he is the father of the current god.
Only putting him on here for being the "new" creator of the DC multiverse. He works for some shadow demons I think and is an Adam Strange villain which I gather is like a DC version of Marvels Rom, if Rom was multiversal.
The most powerful of the endless and she who will "close the door and leave creation behind." The second oldest to Destiny she is the ultimate source of death (take that Nekron and Black flash). All will go to her realm and if Lucifer tried to return from the dead (i think) he would fall under her domain.
Eldest of the Endless, Destiny has a book with the fate of well everyone and everything. Apparently even Lucifer falls under his domain (although I think that is PIS since the whole point about Lucifer is that he makes his own destiny, it's not set in stone.)
The Lord of Dreams is the third oldest member of the endless. He has beaten multiple demons in hell and his stone that had a portion of his power was able to destroy multiple universes.
The fourth oldest member of the endless, Destruction abandoned his duties as Destruction for his own reasons. He is a gentle giant but he still represents all destruction in the omniverse. Just imagine how powerful he must have been during Crisis on Infinite Earths or Zero Hour.
Gods Wrath, founding member of the JSA, and just a pale bad@$$. When unbound he can drain from any magic source (except the demiurge of course). He nearly destroyed all magic in Day of Vengeance and depowered Mr. Mxyzptlk who is no slouch being a 5D Imp. He also basically beat COIE Anti-Monitor and Zero Hour Parallax.

Move aside Sinestro Corps War and Blackest Night it's time to get Crisis on Infinite Earths up in here!. He absorbed basically infinite amounts of earths from the DC Multiverse with no one to stop him. It took the Spectre, many mystics, and heroes from more than five earths to beat him. Expect him to show up in the next big cosmic event.
ZH Parallax of course. Beat everyone and was able to destroy pretty much all time there was. Could have remade the infinte dc multiverse if he wished.
