There's nothing Palpatine could muster to harm the silver surfer including the death star, his lightning, his lightsaber, and every sith combined.

The silver surfer is just shy of being a cosmic being and anyone who doubts it needs to stop asking for scans and actually read the comic books.

This isn't even a fair fight for Palpatine.

This is like asking if Chewbacca could beat The Hulk.
