I was so glad when Bruce wayne came back in the nineties to reclaim the role of Batman. I can't stand anyone else having the mantle, but Azrael is interesting because he is like one chromosome away from being batman (like the difference between genius and dementia)

Dr. M can transport near a hundred thousand people with his brain (the NYC riots) in one instant. The only ability of Dr. M's that isn't at a super-level is his time traveling ability.

Custer could be prone to make a mistake depending on his use of the word. In the comic custer actually uses the word pretty infrequently, and even more infrequently he uses it in a lethal manner. He often speaks in confusing commands, like saying "EAT IT" to get the assistant of Lord Jesus to blow his brains out. This type of command could lend itself to Deadpool's humor, like if Jesse yelled "Eat It" deadpool would say "Eat what? I really want to eat something but i'm not sure what?" and on and on. Now that is really stretching it, but everyone has forgotton how to negate jesse custer's word; Putting your hand over your ears (Remember how featherstone evades custer's word). If they are both aware of eachother and eachother's respective powers, Deadpool wins easily by using something standard issue to armed forces that carry explosives; earplugs
Rorschach and Jesse Custer in a hand to hand combat bar fight. Any weapon native to a bar i.e. pool stick, beer bottle, or chair. Jesse does not have "Genesis" and therefore he cannot use the word. Rorschach is unarmed at the beginning of the fight.
Custer and Rorschach are two of the best fighters seen in their respective universes, and both fight with a similar savagery. They are both seen breaking fingers, delivering quick takedown blows and withstanding enormous amounts of punishment for a human (custer takes a punch to the hand from his superstrong vampire buddy Cassidy, and though it "breaks every bone" in custer's hand, custer is able to temper the pain as if it was nothing). Rorschach is clever enough to almost make it through a swat team without a gun, Custer is tough enough to take down trained assasins, and an entire group of coal workers.
Assuming that their hand to hand skills (and styles) are equal does Rorschach's Scrappyness beat Custer's Toughness?
