He wasn't even remotely close to one shotting the moon in Totally Awesome Hulk #23, where a heavily pissed off Cho Hulk was pounding on the moon for several minutes and hit it more than once and even after all that T'Challa said "he might break the moon soon", not that it would literally shatter in the next hit. Have you even read the issue?

That feat is also irrelevant considering how he was stated to be nigh bloodlusted, while the OP specifically states all combatants are in character.....

Honestly, what has Cho Hulk done that makes him low high tier that Naruto can't replicate? An extremely pissed off Cho only has an edge in DC, but he's morals on here so that's negated. Thor would just get genjutsu'd fairly quickly.

Team Naruto can win this. Unworthy Thor has been woefully unimpressive and Cho Hulk is just a slow high mid tier who's poorly equipped for this particular fight.
