Most Powerful Hokage and Hokage Candidates of the Leaf Village.

This is a pretty simple list. The Hokage are the leaders of the Leaf Village and are generally considered the most powerful of the village or one of. But not all shinobi are equal in strength and its only natural that on Kage may be more powerful than another. This is a list of the most powerful Hokage from least to greatest. And of course MAJOR SPOILERS.

NOTE 1: This is with candidates included like title says.

NOTE 2: At least of 1/15/15 Obito, Shikamaru, Sasuke, Itachi and ones like them are not included. This is because they are never mentioned as nominees but rather really want it or are mentioned to be worthy. Obito's status due to some statements from lord 4th is up for debate as to whether or not he should be on. As of now though he is not.

NOTE 3: This is a pretty big piece of information I forgot to mention so I'll mention it here. This isn't based off Prime stats. This is based on the stats last seen. If that were the case we'd have a very different list. (I mean very different). For one Kakashi would be the 4th most powerful hokage not last(Naruto being 1st, 3rd being 2nd, 1st being 3rd, Kakashi being 4th). So yeah. Pretty big thing I left out lol.

List items

  • He may not seem it but he truly is a Kage level shinobi. Anyone who can dual Pain even for a bit definitely earns the title. Even without Sharingan, he still is a powerful Kage and with that extra chakra for him to use, he might just surprise you.

  • This cold heated b*stard is no joke. His power while being weak in comparison to others on this list is nothing to be taken lightly. That arm and the ammount of Izanagi possible. Make for a truly frightening opponent.

  • Tsunade is a different kind of Kage. Her Kage level ability is noncombat oriented and as such fits a totally different purpose. None the less she still is no joke, equaling the mighty Orochimaru and Jiraya but in her own unique way(as far as combat ability goes she probably would be on the bottom of the 3 because as said her ability that makes her equal them is still noncombat oriented).

  • Naruto's Dad is no joke. He fought the 9 tails and Obito simultaneously no easy feat. And his perfecting of the 2nd's jutsus certainly makes him quite the fearsome opponent. With Rasengan added to the list. He's one Kage you don't want to mess with.

  • Nominated around the time of when the 4th Hokage position was open. He definitely had the power for the job. Arguably the most combat oriented of the Sanin. He could dual both Jiraya and Tsunade simultaneously without the use of his arms not something to be taken lightly.

  • The Pervie Sage is no joke. Literally training all the people who would change the world. His power is the only thing that can contest his perviness(though even that fails). Something has to be said about a person that whenever the position opens everyone wants them for it and even when dead is still said to be the best candidate if still around.

  • Given the following description how would you rate him as a Kage: Intelligence of Shikamaru, power of Orochimaru and 4th Hokage and add a little water style genius to it. That's someone I don't want to mess with. And Second Hokage is exactly that.

  • The Third Hokage, widely renowned as the strongest of the Kage of any nation in his prime is no joke. 12 years before the show started he dualed the 9 tails to a stand still a feat that few can say. Despite what was said about him being the most powerful Hokage, this is false as the first Hokage clearly is more powerful as has been proven time and time and time again. Still 3rd most powerful is no joke.

  • The First Hokage, the 2nd most powerful and the 2nd greatest person of the Hokage listed. His ideals are only matched by his power. His combat ability allowed him to beat the 9 tails and Madara by himself(with his future wife to seal the 9 tails into). And his healing ability was so great that even Tsunade pails in comparison.

    There is a reason why people describe him as a "god shinobi". And after seeing him in action, no one would disagree with it.

  • Naruto the boy who dreamed of becoming Hokage, has become Hokage and man is he freakin powerful. Only one person in the Naruto universe currently can even dual him but even that person(Sasuke) would fail. His partnership with Kurama and his Senjutsu allow for perhaps the powerful of attacks possible. Plus he now knows his father's signature jutsu. Yeah, no one on this list can contest his ability.

  • Wanted by Hashirama to succeed him, he indeed would be a very worthy successor power wise. The only person able in the entire world to match the mighty Hashirama, Madara is perhaps the most powerful shinobi to ever go rogue from the leaf. A world where he became the Second Hokage would certainly be one I'd like to see.
