Origin: Born into the Aurelius family, Arceus at first believed firmly in the family's principles and followed them loyally. Eventually, however he found himself at odds with his family's practices. His branch of the family had become more assassin than freedom fighter, killing "tyrant" after "tyrant". He found himself ever more at odds with them, believing that uplifting and educating the common people would be a far more effective method of reaching freedom and equality. The schism became ever larger, until eventually he decided to abandon them entirely.
He began working as a relief worker in the Congo, but with his training and experience he soon found himself playing the role of protector. After many years defending various towns and villages he met a girl by the name of Liliana Rex, a brash, hotheaded young woman who just so happened to be the head of the World's Wardens, an organization devoted to preventing chaos, murder, and rape in third world countries. 3 years went by as he and Lily lived in and defended villages in the Congo, both deeply in love with each other. Eventually they married, and in an effort to leave his past behind he took her last name. Arceus Rex lived happily with Lily in those few years they had, for it was not to last.
After an extended period of quiet, and on a particularly hot night Lily decided to go out without full body armor, opting instead to don only her bulletproof vest. Both she and Arceus patrolled the perimeter of the quiet Congolese town with five others, when suddenly a series of shots rang out, one piercing Lily's left arm, another two striking Arceus' left leg and right shoulder. Arceus crashed to the floor, his head slamming violently onto concrete. Dazed, Arceus was forced to watch as she fought on, finger to the trigger of her automatic rifle, spraying bullets into her adversaries. It was a brutal firefight, one that Arceus was barely conscious for. Comrade after comrade fell beside him as he sank into unconsciousness. When he awoke it was to the faces of his dead comrades, all laying in the ditch beside him, his wife nowhere to be found.
That night changed Arceus, took everything he'd believed in and invalidated it. He embraced his parent's creed once more, burning a path through the Congo, blazing this trail in blood and broken bodies. He knew his way around the Congo, knew all of its major players, but when he was done terrorizing the warlords and generals, he was no closer to finding her. Defeated, he hobbled his way back to the family he had forsaken, now seeing the value, the truth, in their beliefs, in murder, in blood soaked revolution. He took up the family mantle once more, donning the Aurelius name, but he was unable to forget Lily, so he took on her last name as well. After her disappearance her company fell apart, however, and he is now the last to wear the "World's Wardens" insignia.
Powers
Telekinesis: Arceus is able to use telekinesis to push or pull great amounts of weight, but in addition to its conventional uses he can also use it to augment his aim (altering bullet trajectory somewhat) and to simulate a firing pin, essentially giving him the ability to fire bullets while unarmed. Bullets fired in this way are harder to aim than simply using a gun, however.
Telekinetically Enhanced Strength: Arceus often augments his striking and grappling strength with telekinesis, using it in conjunction with his kinetic negation to ensure he does not shatter his own bones.
Telepathy: Arceus has a very limited sense of telepathy, able to communicate psychically only with those actively seeking to communicate. He can eavesdrop on those attempting to communicate in the same area, however, though he is likely to be detected. He is not able to read minds in any sense.
Kinetic Negation: Arceus uses his telekinesis to essentially dissipate force into the surrounding area. This is useful for when he is knocked around by those more powerful than himself, or when caught in an explosion or struck by powerful projectiles, and can even be used to block fire from lower caliber bullets. For higher caliber bullets he can often only mitigate some of the force, relying on body armor to do the rest.
Note: All of Arceus' abilities depend on his focus. If he is prepared for a battle or an attack, he can sharpen his focus, but if he is caught by surprise of while focusing on something else he is unable to draw on his full potential. His abilities will vary in power due to this. His upper limits have yet to be explored.
Abilities
Adept Close Quarters Combatant: Arceus spent his childhood and early years of adulthood under the tutelage of his family, studying close range combat arts that include both hand to hand and bladed weaponry.
Advanced Marksman: Arceus has always had uncanny aim, as marksmanship was a trait that his family valued. He is most proficient with firearms, particularly rifles. He is able to use bows, crossbows, and throwing knives, but finds them less practical than a well maintained firearm.
Stealth: Arceus is not particularly stealthy by nature, as he sees this skill as more the trait of an assassin (a profession he has no interest in), but he can use kinetic negation to make his movements entirely silent.
Equipment
M25 Sniper Rifle (Full Metal Jacket, Incendiary Armor-Piercing)
OSA Non-Lethal Handgun (Rubber, Rubber-coated Aluminum, Flare, Tesla-bola [shock/restraint mechanism], tear gas, light-and-sound aka flashbang, direct charge prod-and-cable [taser attachment])
M9 Phrobis III Knife/Baynet
S&W .44 Anaconda (Hollow Point, Custom Armor Piercing*, Full Metal Jacket, Rubber Bullets)
H&K MP7 With Suppressor (Armor Piercing)
M84 Stun Grenades
Remington Model 870 MCS (00 Buckshot, Breaching, Hardened Slug, Flechette)
Glock 19, Gen 5 (Tracking, Hollow Point, Full Metal Jacket)
Customized Taser with variable output to match differing threat levels
Kevlar Tactical Vest with Ceramic Inserts (Type III Certified)
*Custom Armor Piercing Rounds (.44 Magnum) - Heavy projectiles tipped with secondary adamantium, these bullets are actually smaller than other .44 magnum rounds, allowing for more of a custom propellant to be loaded into the shell casing, resulting in a much faster bullet which (thanks to its unique composition) has more penetrating power than any conventional firearm. The downside to the excessive amount of propellant is the incredible recoil, which Arceus can only manage thanks to his Kinetic negation. These bullets are also incredibly costly to make, and so firing them is often a last resort.
Adderall- A drug designed to assist in Dopamine regulation in those with ADD and ADHD, Arceus occasionally uses these drugs in order to increase his focus, and as such his telekinetic abilities. Due to his odd physiology, the amount he takes leads to a proportional gain in focus and reflexes rather than leading to the usual mental complications of high dosages (hallucinations, paranoia, etc.). He does however still suffer from the physical complications of an overdose (high heart rate, possible cardiovascular failure, vomiting, convulsions, and death).
JLA Communicator/Beacon - A comms device that also beams the wearer's location to the JLA base on the moon. It allows for rapid target acquisition when transporting personnel utilizing the JLA teleportation matrix.
