I really feel that this is rehashing Teen Titans: Year One, and I'm wondering why? Mark Waid is a talented writer. He broke new, fresh ground with Archie. I'm not seeing anything other than nostalgia for Classic Titans.
It's hard to tell from just one issue. However, there's very little action. The action that there is, is kinda limited. I'm not a big fan of DC using some heroes to police other heroes. Amanda Waller (okay she's not super powered); Peacemaker, Mr. Bones, Captain Atom...

For me, and my money, the larger question is: are comics relevant. I'm sure in one form or another comics will continue to publish. It's been a very long time since I was considered a prime target comic book reader. My boys play video games - so they are not really a prime target comic book reader... even factoring in tie-ins like Avatar: The Last Air Bender.
My wife and kids enjoy a good Marvel film, but that's not incentive to go into a comic book store. As much a fan as she is of the films, my wife enjoyed Shang-Chi, but not Dr. Strange 2 - and only Hawkeye on Disney+. She pretty much reached "closure" on the MCU with the ending of Endgame.
I believe it was Steven Grant who said something along the lines that all the important, pivotal, great, landmark comic book stories have been told. What we may be seeing now is more fan fiction...
