Stops at Jiren. Both are powerful, but Jiren being far more level headed gives him the edge. However are ring outs included? If so I think he stops at Omen Goku. As powerful as Broly is, Goku as a battle strategist is far superior, add in his incredible reflexes in that state, I see him ringing Broly out using tactics with a combination of power and speed.
