Character » Owl appears in 389 issues.
Abe took the beating from the Owl and Chameleon's henchmen that was intended for Boomerang (Fred Meyers) after being drugged and unintentionally substituted for the double-crossing criminal.
Angry at the Absorbing Man's failure assassinating his enemies, the Owl found another use for the super-powered addict. Alongside the Beetle (Lincoln), Speed Demon, and Overdrive, -his "Sinister Six"- Boomerang led a raid on the Owl's hideout (ostensibly to take Silvermane's head) where he managed to steal a valuable painting of Dr. Doom during the chaos. After being captured and interrogated by Owlsley, Meyers managed to convince him that the Chameleon was behind the attack and theft. The Owl then hired Boomerang and his "Sinister Sixteen" to retrieve the painting only to be betrayed once again. Owlsley and the Chameleon (with the unwilling assistance of Mirage) then formed a partnership to get revenge on Meyers and his cronies. The conflict spilled out further after Meyers took Silvermane's head from the Shocker, leading to a gang war involving Hammerhead, Tombstone, Mr. Negative, Madame Masque, Count Nefaria and the Maggia which in turn attracted the attention of the Punisher. After discovering Fred's real plan, (an intricate scheme to steal the Chameleon's shape-shifting serum so that he could return to the MLB in the guise of rookie pitcher Demang Pendak) the Owl forced Meyers to throw his comeback game in exchange for his life.
The Owl was on Bruiser's list of future targets before he was defeated by Daredevil.

After being defeated by Spider-Man, they were returned to the Owl for punishment. Electro was also responsible for the massive super-villain breakout at the Raft. The subsequent search for escapees and gang war between the U-Foes and Crossfire's gang resulted in an increased police/superhero presence, forcing the Owl to suspend his activities and reluctantly accept Spider-Man's offer of help.
