The conflict spilled out further after Meyers took Silvermane's head from the Shocker, leading to a gang war involving Hammerhead, Tombstone, Mr. Negative, Madame Masque, Count Nefaria and the Maggia which in turn attracted the attention of the Punisher. After discovering Fred's real plan, (an intricate scheme to steal the Chameleon's shape-shifting serum so that he could return to the MLB in the guise of rookie pitcher Demang Pendak) the Owl forced Meyers to throw his comeback game in exchange for his life.

Owlsley later managed to obtain an incriminating (and very valuable) portrait of Doom which was stolen by Boomerang, then by the Chameleon and, finally, the Black Cat.
After refusing the Owl's partnership offer, the two clashed over possession of a nuclear device in what was called the 'Owl/Octopus War'. The conflict ended after Doctor Octopus nearly killed the Owl in a violent attack. Later, as the 'Superior Spider-Man', he broke up a fight between Owlsley and third White Dragon, then subdued them.
Dr. Tumolo was kidnapped by the Owl, who attempted to drain her brainpower. She was rescued by Greer Nelson, then operating as the Cat, but remained in a vegetative condition for many months afterward due to her injuries.

Daredevil's best friend has emerged fairly unscathed considering his proximity to Matt Murdock and the Owl's intense hatred for the hero. Foggy's one-time love interest Karen Page was kidnapped by the Owl and used as leverage against the young Nelson & Murdock Law Firm shortly after they agreed to handle his case. Much later, after Foggy had been presumed murdered, Owlsley taunted Murdock about his friend's death. Then, under orders from the Kingpin, he hired Lady Bullseye and The Hand to kill Nelson in a plot to destroy Daredevil.
