The Brotherhood of Evil was attempting to clone a host body for the Brain, and created clones of various metahumans. One of the clones was created from Jay Garrick's DNA and sold to the president of Mali, Ratu Benin. President Ratu used the clone (Overtake) to guard his chemical weapons cache. When the Outsiders infiltrated Mali, they had to fight Overtake and discovered that the clone was just as fast as the Flash and very deadly. After the whole team subdued him, Overtake was taken into custody by Checkmate.
Powers
Overtake has superhuman speed, and due to implanted knowledge has the skills to use it as a weapon. Overtake is programmed to be a strategist and is skilled in combat. The cloning process isn't stable in Overtake, so his suit acts as a life support system to keep him from decaying.
