There are no "Liberty Grand" or "Natalie Grande" characters listed on Comic Vine, so as far as I can tell, the names are not being used in comics. Therefore, they're viable as Open Source Characters.

As noted in the comments between terry2012 and myself, her color scheme brings Supergirl to mind, and her powers are the same as Supergirl's. In addition, I think "heat vision" is actually copyrighted by DC, but I don't remember where I read that at... I think it came up in 2013 when the original version of Superman was coming up towards being public domain.
