The Thought Police were agents of the Office of Insufficient Evidence, specially equipped to hunt down Sleepwalker. They used technology created by Mr. Fantastic to teleport themselves within Rick Sheridan's mind. Reed had originally believed it was an alien dimension. He was less-than-pleased to learn it was a human mind and that they were endangering it.
Nighstick fought with sticks attached to his uniform. They could be detached and use in various ways. He was big, strong and presumably better than average in unarmed combat.
