    I think its mostly because they want to make a distinction between the "Heroic Age" and the last few years from the start of Civil War to the end of Dark Reign/Seige. I don't look at it as a reboot or restart, but the start of a new volume or chapter.

    yeah #1 sells better, but them after a few years they realize that bigger number also sells better, and decide to merge to two volumes 0.o
