Did Bendis have this planned out longer than we thought?

So I've been rereading most of the Ultimate Universe these past few months and yesterday I read vol. 10 of Ultimate Spider-Man, "Hollywood", and I came across this page…

The whole "I thought I got revamped there for a second" line got me thinking.

I know it's probably just a comedic panel with not much to think about, but what if Bendis had the idea of a "black Spider-Man" longer than we thought? I know Miles is half African American and half Puerto Rican, but perhaps all those years ago the idea was still raw.

    Thoughts on this?

@arturocalakayvee: Marvel was thinking about doing a Black Spider-man when they were doing Ultimatum, but they didn't know how to do it right. That's what I read, at least.
