Whos the most powerful villain in Marvel ?
Thanos with or without the IG. Galactus and Phoenix aren't villans, they're forces of nature, and Ultron would get stomped by Thanos, again, with or without the IG.
Galactus, he trumps Thanos on most occasions, the only times when Thanos tops him is when he's gotten hold of some trinket that would make anyone more powerful than Galactus.
Though he's overpowered by several characters, I'd argue Thanos is the most cunning and dangerous villain in the Marvel Universe. Chaos King is a one shot threat, Beyonder has faded from view, Galactus isn't really a "villain" per say.
Magneto because all molecules are held together by electromagnetic force, so he could essentially kill anyone he pleases.
I am glad you said it, I was worried his name would never show up on this list. I think his power is completely underrated, though this may be due to the fact that the full extent of his powers are almost never shown.
Im suprised no mention of the carnage or venom symbiotes
Carnage is pretty damn powerful too. More over he is completely psychotic, being attached to Cletus Kassady only makes him that much more dangerous. Even if Cletus was killed, Carnage could live on and find a new host.
Phoenix has also been mentioned, and she may be able to take on all other villains. The Phoenix force is indestructible and can rip apart anyone or anything with a mere thought. This is another underrated villainous character.
I'd go with one of the extra-dimensional beings such as Mephisto, Shuma-Gorath, Cthon or Dormamu(especially within their own dimensions where they have absolute control). Although Beyonder, Hyperstorm, Magus, Chaos King and other event level characters are up there too. Plus an honourable mention for Annihilus for the Annihilation wave, that was a pretty good showing(capturing and using Galactus as a weapon)!

for power Pre retcon beyonder...if not thanos with HOTU or protege.for evil it would be mephisto,carnage or prehaps the void.
I have to go with Dr. Doom. Dudes as smart if not smarter than Reed Richards and he's also damn near as good at the mystical arts as Stephen Strange.
Not to mention he's the only guy I know who overpowered the freaking Beyonder!
@themgr: I agree with you 100% about Galactus .so I would have to rate Thanos as number one!
In regards to power.
Ignoring retconned characters, Thanos with the Heart of the Universe, maybe even Infinity Gauntlet. Although those items should really get the credit. As Thanos isn't those things.
Otherwise it's gotta be Shuma Gorath. Even outside one of his home dimensions his power dwarfed that of the cancerverse galactus engine, which itself dwarfed the power of Galactus and celestials.
As for evil. Well Shuma Gorath is a good candidate for that as no matter how many universes he conquers he can never have enough. The hell lords like Mephisto are strong candidates as well. And Chthon seems to get his jollies from the spread of evil itself.
