I'd say it takes high concentrated damage to break vibranium. Infinity stone powers and weapons harder than vibranium have done it. Those same attacks may not bust a city, but they can cut through anything in a city.

It depends on what you attack it with. BP's claws were able to damage it so raw strength necessary is supersoldier level, provided they have the right equipment.

As long as you have a cutting weapon that can damage vibranium, whatever busting tier you would put this in.

This. But as I think the most recent movie made clear, anyone at Thanos with sword's level or higher can bust MCU vibranium to at least a degree.
