Matt Murdock. He's stealthier, he's more aware of his surroundings due to his senses, and he's better at staying under the radar of law enforcement.

In terms of what? They both have completely different skill sets that would suit different situations better. Matt’s is terrific 1v1, but if you need a whole compound cleared out, Frank does it near effortlessly.

It really depends. They both have a different yet unique set of skills/abilities that have shown to effectively work consistently. Like others have pointed out, Matt seems to be better suited to 1v1 or small scale fights (hence radar sense, stealth, and martial arts expertise), but Frank has shown that he is more effective in clearing out large buildings or engaging in very large scale fights that require more than pure martial arts (hence military grade weapons and equipment, along with the willingness to kill).
