The younger sister of Colossus. Illyana Rasputin is a mutant teleporter, a sorceress, and the ruler of Limbo, who is currently a member of Storm's team of mutants residing in the "Jean Grey Institute for Higher Learning".
How powerful is she?
"Is she on par with other Magicians like Dr.Strange and Wanda?"Depends on the dimension. Really, she has powers that are beyond vast, that she cannot use on earth. When in Limbo, she is Sorceress Supreme.
They slightly retconned Illyana's powers about half way through the original New Mutants. She went from having limited power on Earth to none at all. Before she could create protective wards, enter the astral plane and even wiped selected memories from Stevie Hunter's mind. After, she pretty much relied on teleporting her victims to Limbo to perform spells...
But as White Mage said, in Limbo she was the top cat.

I understand using Sym as an interrogation tool, but relying solely on Limbo to do anything... lame.

Her magic is limited on Earth-616. Even the consummate expression of her mystical power, the Soul Sword, has to be used under the appropriate conditions. Although weakened, she's not completely without her fair share of power, just not on the same level as when she is in the realm of Limbo. The power comes with a price, that is one of Magik's numerous interpersonal dilemmas.
