The reason I'd make Toyman the leader is because he represents real schizophrenia.
Brainiac: Bedlam
Also, I'd add Brainiac as a Legion of Doom member, since he represents intelligence gone awry. I'd also make him Toyman's first knight. I didn't think of Brainiac at first, because I was thinking of the traditional hierarchy of Doom team leader and all other members, but Brainiac is a first knight calibre potential 'delegate' but not leader, since Toyman is more symbolic of overall strangeness.
