Kokey Flo was probably named after Cokey Flo, a real-life brothel madam. She was one of the witnesses in the 1936 trial of her employer Charlie "Luckie" Luciano (1897-1962). Luciano was at the time the leader of an influential mafia family (later known as the Genovese crime family) and de facto head of the American mafia, serving as Capo di tutti cappi (boss of bosses) from 1931 to 1946. His trial was extensively covered by the United States press and several figures involved became quite famous.  
 
In any case, Kokey Flo the fictional character was a "famous woman spy". She was wanted by the police and the FBI. Officer O'Krime was one of the officers to search the city for her. Flo was approached by two FBI agents who were about to arrest her. She called for help and was lucky enough to have O'Krime respond. She acted as if being an assault victim. Pointing the finger at the two guys. O'Krime was beating them senseless as she made her escape.
