hello

ok owen mercer is kinda related to the flash family supposed to be half brother of bart and son of meloni thawne but i guess i haven't read alot of flash comics so i'm missing some things I dunno all this time travelling and living in different the future makes it really confusing but so i'm kinda confused about his history.

how did he come to be in the present ? where was he raised before becoming a villain/hero present/future ? did his mother meloni raise him before he met his father ?

can someone explain it to me ?
