    Rebellion

We begin with Havok having some conversations with the leaders of surrounding countries to "persuade" them to join him while his army executes his orders to kill anyone that disobeys; these panels were good because they showed Havok's philosophy of ruling through fear and suppressing freedom.

Of course the JLA wont stay idle and instead of storming the country to defeat the bad guys Batman decides they instead will join the revolutionaries and do what they want. This was a great move that helps demonstrate the team's mission to show that normal people can be heroes too because by joining the revolutionaries the JLA shows that its the people who is opposing and acting against their ruthless leader instead of having a random group of super beings coming and fixing their problems without asking which means the JLA is here just to level the playing field instead of saving the day

So while the JLA takes the Extremists on a series of 1 vs 1 battles (where Ray vs Dreamslayer is the highlight), Batman and Vixen join the rebels on attacking Lord Havok at the capital
