    We begin with Havok having some conversations with the leaders of surrounding countries to "persuade" them to join him while his army executes his orders to kill anyone that disobeys; these panels were good because they showed Havok's philosophy of ruling through fear and suppressing freedom.Of course the JLA wont stay idle and instead of storming the country to defeat the bad guys Batman decides they instead will join the revolutionaries and do what they want.
