    The first complex life forms, ediacaran, evolve on Earth. They are not long for the world. Millions of years later, in Detroit, Paco Ramone, the super-hero known as "Vibe", break dances in the street. Among the crowd of admirers are fashion model, Mari McCabe, and Zatanna, the magician. Crowbar, leader of the Skulls, violently interrupts Ramone's dance. The Skulls are preparing an offensive against their rivals, El Lobos. As Ramone was a former member of El Lobos, Crowbar demands to know where Ramone stands now. Mother Windom, an elderly shopkeeper, dresses down both Crowbar and Ramone.

    Two of the Skulls threaten Windom with knives. McCabe, as the Vixen, and Zatanna, intervene. When one of the Skulls draws a gun, Ramone uses his vibratory powers to shatter the weapon, and subdue the gunman. Ramone is furious with the Vixen, and Zatanna, with interfering in a personal matter. Windom takes the Vixen, and Zatanna, aside to explain the situation. Dale Gunn tests the upper limits of Steel's strength. Aquaman pushes Steel too far, jeopardizing the young hero's life. Aquaman, and J'onn J'onzz, the Manhunter From Mars, step in to keep Steel from injuring himself.

    Aquaman and Gunn butt heads. The Elongated Man, and his wife, Sue Dibny, repaint the Justice League of America's new headquarters. Gunn questions Steel, regarding his desire to be a part of the new Justice League of America. The Vixen, and Zatanna, bring Windom to the Justice League of America, to tell her tale. Ramone confronts his older brother, Armando. Ramone's is considered to have turned his back on El Lobos, by joining the Justice League of America. The Skulls attack El Lobos. Ramone, as Vibe, uses his vibratory powers to pacify both gangs.

    Vibe is stabbed in the back, by one of the Skulls. The Martian Manhunter attacks the gangs, heralding the arrival of the Justice League of America. The Justice League of America ends the conflict between the Skulls and El Lobos. The mysterious Gypsy renders Crowbar unconscious. Only Vibe spies Gypsy, but dismisses her appearance as an hallucination, generated by his injury. The Justice League of America tends to Vibe. Armando Ramone defiantly tells the Justice League of America that they will never understand what life on the streets is like. The Overmaster recruits Crowbar.
