When a strange group of men breaks into Ray Palmer’s office and steals a sample of a substance called Luciferase, the Atom summons the Justice League. Zatanna recognizes the group’s symbol as that of Fiatlux, an ancient cult devoted to world domination, so while the Atom and Hawkman attempt to trace the Luciferase, Zatanna, Green Arrow, Black Canary and Hawkwoman investigate the cult. Even as Green Arrow and the three heroines battle the cultists in their headquarters, cult leader Lord Gravesend uses the Luciferase to unleash the demon Hellrazer.

After an extended sabbatical, physicist, Ray Palmer, returns to Ivy Town University. Upon entering his office, Palmer discovers five men in the midst of a robbery. Palmer allows himself to be forcibly ejected, through the window, so that he may return to the fight, as the Atom. In Midway City, Oliver Queen, and Dinah Lance, are having dinner with Carter, and Shiera, Hall. Queen begins arguing with Hall, regarding the Flash's role in the accidental death of Professor Zoom, the notorious Reverse Flash. The Atom battles against the would-be theives. Though he fights valiantly, the Atom is subdued. The Atom is horrified, when the one man he did manage to defeat, disintegrates before his eyes.

The Atom calls for a meeting of the Justice League of America. On board their satellite headquarters, the Justice League of America discuss the case. The Atom reveals that the thieves stole three samples of Luciferase, a self-illuminating compound. The Atom also reveals that the thieves were all marked by the same tattoo. Zatanna recognizes the tattoo as the symbol of an ages-old cult, known as the Fiatlux. Using Thanagarian technology, the Atom, and the Hawkman, devise a way to track the energy signature of the Luciferase. The Luciferase is delivered to the Church of the Light Everlasting. After delivering a sermon to the congregation, Lord Gravesend takes possession of the Luciferase.

Lord Gravesend reports on his acquisition of the Luciferase to his peers in Fiatlux, Arsenic and Falconer. Taking his third of the Luciferase, Lord Gravesend has a courier deliver the rest to his peers. Lord Gravesend summons Hellrazer, the demon that has granted him his sorcerous powers. In return for the Luciferase, Lord Gravesend demands more power. Hellrazer agrees to grant it. Hellrazer causes Lord Gravesend to spill more of the compound than intended into the brazier. Thus, the gateway is opened wide enough for Hellrazer to enter the mortal realm. Hellrazer immediately reneges on his deal with Lord Gravesend.

The Justice League of America enter the Church of the Light Everlasting. The Green Arrow finds the congregation non-responisvie to his queries. Lord Gravesend's acolytes bar the Justice League of America's investigation. The acolytes attack the Justice League of America. Upon their defeat, the acolytes crumble into dust. Hellrazer's entry into the mortal realm is heralded by a massive discharge of mystical energy. The Justice League of America find Lord Gravesend in pitched combat with Hellrazer. With his powers diminished, Lord Gravesend falls to Hellblazer, as does Zatanna. The Justice League of America square off with Hellrazer.
