hese 2 unrelated theories make sense together

Gods in the DC Universe are shown to be able to posses human Bodies

Some of them can only posses specific types bodies or or one singular person and some are shown to go back and forth with any physical body they choose moving freely around

So my main theory is that Geleos (Joker) can only be able to physically control 3 specific bodies that meet some sort of standard or requirement and uses them to cause death and misery but he cant let other gods know it has him so he creates the guise of Joker

and as shown in endgame he's been doing this

For a while now
