Possible but remember the covers are leaked,they weren't supposed to be shown and Snyder mentioned having the permission to main someone.
However I do recall Lobdell stating that one of the upcoming issues would deal with Jason's role in Batman Incorporated(17?) and Jasons perfectly fine in INC,also possible that in the final colored version that gruesome face might be Joker without the face but still based on the way the Batman line is being written and DCs use of gimmicks I wouldn't at all be surprised if Jason was indeed maimed in some form.

They made Aquaman a badass, so meaby they are trying to change your perception of all the characters.
The problem is that only some character need that, not all of them and i am sure as hell, Jason is in that list.
It'd actually be pretty cool for Jason to be a new Two Face.
He's been both a hero and a villain at different points in his life, the shoe sort of fits.
