When the Cosmic powered Pharaoh Akhenaten arrived on Earth with the ambition to conquer the planet, he appointed and empowered various super-villains to uphold his justice and dispose of any who would dissent his rule.


The Imperial Police Force were created by writer and artist Jim Starlin and first appeared in Marvel Universe: The End #3.

Team Evolution

Following the conclusion of Marvel Universe: The End, the Imperial Police Force have not appeared since and all members no longer possess any Cosmic power embued upon them by Akhenaten.

Major Story Arcs

Heart of the Infinite

Akhenaten arrived on Earth and confronted the Avengers with the offer to serve as his Imperial Police Force and not interfere in his campaign of dominance over the planet. The Avengers hastily refused to bow down to him and attempted to fight him only to be easily dispatched of by the god-like foe.

Having also disposed of the Fantastic Four and X-Men, Akhenaten recruited a band of super-villains to act as his own distributors of justice and to "weed out society's more undesirable elements". Absorbing Man, Bulldozer, Klaw, Thunderball and Wrecker received a portion of Akhenaten's Cosmic powers and were dispatched to get rid of several active superheroes such as Black Cat, Daredevil and Spider-Man and surviving members of the Avengers like Black Widow and Hawkeye.

Akhenaten was eventually defeated by Thanos and Doctor Doom and the world in which he conquered was restored to normal by a now Cosmically powered Thanos. The Imperial Police Force were restored to normal and no longer possessed their Cosmic power.

Alternate Earths


In the unaltered world where Akhenaten still reigns supreme and was never defeated by Thanos, the Imperial Police Force are presumably still active.
